Some Google Translated text from the website linked in the deletion notice contains "Mr. Wataru Yamaguchi , Information Development Division , Nintendo" the same name also is the only person listed under "Clay Illustration" in Pikmin 2's European credits. In addition to this, the man in the screenshots on the website linked in the deletion notice also appears in this seemingly official Nintendo website, most likely being Wataru Yamaguchi himself. Also, Google Translate spat out this when I translated the page:
