Is there anyway an admin could change this so the settings are saved to the ip/username? Also, what would it take to be an admin/place of authority on this wiki?

Well, an admin shouldn't able to change preferences of an individual user, atleast ''I'' don't see a way.
About the adminship: read this [[Pikmin talk:Community Portal#New Admins for Pikipedia|here]] (it's out of date a bit, since we now have new sysops). I'm not sure if you are hinting you want be admin; but if that's so, then you really shouldn't be in need of having the 500 pages per week shown.
