The Survival Ointment is a ChapStick brand of lip balm and is only found in the US version of Pikmin 2. It is found on sublevel 4 of the White Flower Garden and may be located on a ledge. Gas pipes are in the way, so use White Pikmin.
On the cap, it reads:
