The arrow followed by CC means that everything that follows the square brackets will be colored using the color represented by the code in said square brackets. :I'm guessing they intended to have it a different colour or did at one point, then never got around to it or changed it back lazily.  Though, what sort of colour codes have 8 digits?  That's 2 for each R, G, B then 2 more.  Only place I've ever seen something like it is POV-ray's RGBF, where the F stands for 'filter' - maybe this is filtering colour from behind the text.  Can you see through the words at all?{{User:Greenpickle/sig}}
