It loses its speed when coming back to the landing site probably because it changes its current animation. Also, the Smoky Progg must be programmed like the Spotty Bulbear from Pikmin 2 because they are both able to get on top of places which can't be reached by other enemies (the Spotty Bulbear from the first Pikmin game is different).
