This is because this enemy can't move its feet directly underneath its body, even when enraged, and so there is always a safe area right underneath the large orb. Since the Pikmin should be called back just before the enemy can shake them off, the amount of Pikmin that can be used are limited anyway, so a group of about 15 is recommended.
 
In order to attack Raging Long Legs without losing any pikmin, throw your pikmin on him when he is moving slow, and then call them off of him when he speeds up. When he slows down again, he will pause, and then throw your pikmin on him. They will stay on him for a while, and then call them back when he speeds up and repeat.
 
Another good idea is staying between the two legs it moves last and throw from there so your Pikmin don't get crushed immediately after being shaken off.
