This user is abureaucrat and admin on this wiki. In addition to the powers of a sysop (see template) this kind of user can also promote other sysops and/or users to be sysops and/or bureaucrats.
Use
Add to the userpage of bureacrats. Use {{Bureacreat|inactive}} or {{Bureacrat|semi}} to denote inactive and semi-inactive admins.
