If you look at the Geiger Counter it is moving implying radiation is on the planet. Although there are many human inventions on the planet there are no humans. It is possible the planet on Pikmin is Earth that has been hit by nuclear war wiping out humanity and has been inhabited by mutated creatures which were created by the effects of the radiation.
Another idea is that this Geiger Counter is used to detect oxygen. As Olimar comments that to his people, oxygen is deadly.

Defeat a few Red Bulborbs and Dwarf Red Bulborbs and then use Blue Pikmin to push a cardboard box near the water, allowing him to progress further.
