The King of Bugs is really just Louie, you saved him when you defeated the Titan Dweevil (sublevel 14 of the Dream Den), and apparently, they needed to put him in the Ship's Pod. They gave him this name. It was beleived that Louie was actually controlling the Titan Dweevil, he also was not even harmed when he was captured and saved.
