The Handy Hand is a treasure in Hey! Pikmin, that can be found in the Glowing Bloom Pond area. It is roughly half the size of Captain Olimar.

Collecting the treasure

After a large Sparklium flower, Olimar must throw 6 Pikmin at the treasure in order to retrieve it. However, the player has to progress when the Bloominous Stemples in front of them bloom, to not fall in the Widemouthed Anode Beetle's lair.

I'm not sure I believe the S.S. Dolphin II that this thing has hundreds of uses. It's just a bizarre metal hand on a stick! But my son calls his favorite snack his "medicine," so it's all in how you look at things, I guess.
