The Unbreakble Promise is found on a shelf in Hero's Hideaway, the shelf to the east of the steps that separate both rooms. First, ride up the floating platform at its bottom, to its south. When you get to the shelf of the treasure, either get out there, or quickly throw 10 Pikmin to it.

“A hoop topped by a stone made of the hardest substance in the universe—a perfect gift to give when making an unbreakable promise! Though...I am told this stone can, in fact, be broken. Perhaps, then, it's meant as a reminder that no promise is truly unbreakable?”
