It is lying on the ground near the top of Sublevel 2 of the Aquiferous Summit in the Sun-Speckled Terrace next to 10 Gold Nuggets. The path is blocked by sizzling floor, meaning that Red Pikmin are essentially required to collect this treasure, although you can collect it with an Oatchi with fire immunity. To collect it, you must put out the sizzling floor, then throw 2 Pikmin at it.

Notes

Schnauz's Notes

This is where the mystery begins! See, it's a fragment of something bigger... Yes, a massive photo panel now broken into pieces. But why?! The only way to find out is to put the pieces together again. The clues here tell me this belongs in the top-left corner.

Olimar's Notes

The vastness of space and the unknown it contains is an unsolvable puzzle. At the start of each voyage, I set out to unravel every mystery and discover great truths, but I always find myself returning with more questions than answers...

Louie's Notes

Nana always told me you should build something from the outside in.
