The Memory Fragment is inside of the frozen lake near the left side of Sublevel 2 of the Subzero Sauna in the Serene Shores. To collect this treasure, you must first dissipate the cold air to reverse the freezing of the lake, then throw 2 Blue Pikmin at it.
