The Boom Cone is a treasure in Pikmin 2; it is actually a red, white-spotted firework cone. It is found on Sublevel 5 of the Glutton's Kitchen, in an alcove. Armored Cannon Beetle Larvae and several Dwarf Bulbears will get in your path, so dispose of them before moving the treasure. In the game Chibi-Robo, Telly Vision would use these to celebrate when you go happy points. (not to be confused, the Chibi-Robo made in 2003).
