The King of Bugs is actually just Louie. Olimar saved him after the Titan Dweevil (fourteenth sublevel of the Dream Den) was defeated, and apparently, it was advisable to put him in the Ship's Pod because there are only two seats in the Ship. Louie now insists that everyone address him by his "proper title", the King of Bugs. According to the sales pitch in the Treasure Hoard, Louie hijacked a "colossal insect's brain".
